There is too much ink. Change the image print setting to a lesser quality (medium or medium high) and lower the paper quality too.  For laser printing always use the bypass tray and if possible allow the printed paper to come out through the back before printing your transfer paper, run a standard blank paper through the printer to remove dust or debris.
